It is not false statement, I don't think you can have good conditions, maybe ping is playable but there are ping spikes too often. We both are from Poland, I have stable connection with small ping to France 55ms, vs you there is stable 130-140ms, when I am playing Nadal_Fan there is around 100-110ms but like I said - ping spikes, so even 133ms delay not prevents it....
So I guess when you both are playing you have to have around 200ms ping or close + spikes.

Pidzi just wanted to play in Davis Cup. He could join Czech Republic or Poland as Slovakia's neighbouring countries (no other neighbouring countries were creating a team). Czechs have a full team as I see, we had just 3 players.

I didn't see any reason to refuse. We had 3 players, including new Nadal_Fan (you never know how long new players are going to play - if someone resigned during whole season, we would have 2 players remaining).
Another thing is Nadal_Fan's connection. Sometimes it's hardly playable against me, sometimes it's better, but against USA it would be worse probably.
I published the squad including Pidzi. There were no voices against after that. The same after publishing the squad for a match vs. USA. Why now? It's so late.

About breaking the rules. Leonmonstroso published a squad with Fez Azulay. After that fez said he had stopped playing TE. It was after the matches schedule was made. The result of the match fez-don should be a walkover. Changing a player should be allowed in fez's 2nd match in this case.

Nope, it is correct what happened here. You did not understand what I wrote: If your country, in pidzi's case Slovakia, does not have enough players, then you can form a team with players from neighboring countries. Case and thread closed.
