I concur with Rob. I am glad to give the extension, even for round 16 (no more then a day), but ONLY in the event that I see both players attempt to schedule and fail.
During TS3 times, I was in the same situation (worse), I played 6 tours at once, MS, MSS, WS on both consoles, and I was winning...that means I had weeks where I was in upwards of 12 tournaments at once. It is tough to schedule, but I would make sure and PM early and make sure to actually schedule the matches. Give exact times, 2-3 days from now, just to lock in the time. PM-ing on the last day of deadline will be addressed by all hosts the same.
Another thing to remember, hosts are volunteers, they have personal life's that get in the way of hosting at times. If the tournament is late, that is not necessarily because host decided to give you an extension, it could be that host is simply not available that day to update the tournament. Sometimes 2-3 days (rarely). At times, a host could be swamped with life for over a week. If you see such tournaments, send a PM to one of the managers (NOT ALL OF THEM) and give him a day to respond. If they don't, go to the next manager. Tournaments should not be late over a week at final stages, 2-3 days is acceptable.
Sorry, another note. I will take this opportunity to make a request:
Please, do not spam your opponent with PMs. One pm with your preferred time of play is enough. Then wait for a response and hosts decision. No need to keep sending pms.
Your PM should always contain one of the two: your time of play or agreement to opponent time of play. No need to send any other pms when scheduling the match. This speeds up draws updates for hosts, you spare them the reading of 20 pms with no times. This is the biggest factor of why draws take longer to update.
All hosts on board now have sufficient experience to make a decision, no need to help them by over-pming and making accusations to your opponent.
This is such a simple concept: Send your time, receive either agreement or a different time, agree or send new time. And so on.
