I disagree with the restrictions you proposed about "club", "master", etc.
It would be a great idea, but its behaviour is really similar to the ranking's one: it's easily manipulatable, you'll find guys with low elos giving bagels to guys ranked higher. As you'll always find guys way stronger than their ranking, you'll find guys way stronger than their elos. Some outsiders like sorauze, vincetheprince, leonmonstroso, used to not have a really high elo, but they were really dangerous. In addition, you have to consider that elo is stricty depending on the way you train: for example I train with guys that most times beat me, like IsniperXZ, magav, etc., so I usually lose elo when playing against them. If I trained with guys with lower elo, almost always winning, I would have had a really higher elo. That's my opinion. I really agree with your idea of making the tournaments more tied, but I don't know any effective way to do that. And you must also consider that a level difference is needed also in real tennis (look at the 1st rounds of GSs). I think that challengers and futures already give you the balance you are looking for, you just have to train a bit more and believe you can beat your opponents, especially because the level among the whole tour is incredibly increased in the last year, so even the least important tourneys can show a high level.
