So either vmoe is right, and I am beginning my flurry of retirements or this really is it. I just played a series of matches that blew my mind. My opponents (5 different ones, from elo 670- 2100) were hitting deep lightning fast balls, and my just floated really slow in return. Lightning, float, lightning, float. It was funny to watch in replay. I was getting beat 6-0 6-1 by a low players, love games over and over. My shots, all ineffective. I tried rebooting several times. My fps in all these matches was jumping from 56 to 61. But I've had matches where this was happening and my shots were normal.
Anyway, I can't bare playing anymore with this issue.

Mate, with FPS going from 56 to 60 you have the answer in your message... It's the source of the problem. Even if sometimes, you can have random FPS and not undergoes this floating effect, it can never happen with 60 fps locked. Guaranteed !

Edit : If you want to play in perfect conditions, you need to play at 60 constant. Having a variation in FPS create a real difference on one's level from what I figured out. I advise everyone to take the following situations in account to get the magic 60 fps locked :

1) you musn't go from an offline match to an online without rebooting TE --> otherwise = 58-59 fps
Solution : rebooting TE after your offline warmup

2) never let TE running backward during more than a few minutes while going on Internet, navigating, watching a movie --> otherwise, when you join a match you'll have a fatal decrease in fps that generate this effect ;
Solution : rebooting your computer. Rebooting TE isn't sufficient you will still have this FPS issue in this case (at least in mine).

3) when you finish a set and chat in game, avoid clicking on "replay a set". Better rehost and rejoin : the fps issue might indeed appear again in this configuration.
Also, if someone host and rehosts again for an official to serve first etc, the fps issue can happen again.
Solution if the FPS issue appears anyway : reboot TE.

I have NEVER enjoyed a solid "locked" 60 fps. So why can I never get this, even when rebooting pc, fresh installing, messing with all the video settings? I absolutely can't dial in that constant 60. Why???

omg

after all this time, I figured it all out. until today I never had 60.0 fps. problem is gone. You will never hear me complain again about lack of power
I have to reboot my pc when fps drops below 60
even 59.8 isn't good for me
finally...there is a palpable reason!
