I'd say It doesn't work properly at all. Got alot of losses yesterday because of the "looking for best..."-bug.
I thought the problem mostly occured when the lobby is filled with an un even number of players. But then a got the same problem in lobbys with even numbers aswell.
World Tour working better ?

Nothing has changed - if you saw a better success rate temporarily it was just the random odds working for you for awhile.
